JR Joban Line to Tsuchiura Station, then the JR Bus Edosaki-bound service for about 50 minutes and about 15 minutes on foot from the terminus Edosaki stop. From Ryugasaki Station on the JR Joban Line, the Kanto Railway Bus Edosaki Depot-bound service takes about 60 minutes and about 5 minutes on foot from the terminus. No shuttle bus runs on the festival day.

Stay in Tsuchiura or Ryugasaki and travel in by car or bus on the day - the display is a single Saturday evening event and no shuttle bus runs on the festival day, so a base in central Tokyo is not practical for the same night.
英語の対応
Rakuten Ticket accepts foreign card payment and the advance sale was open to anyone, but the day-of application and the stand ticket exchange at the City Hall are cash only and in Japanese. There is no English page on the official site.
